Its a really hard question to answer

As well New or used? Discount stores etc etc.

It's the only army that can reasonably fit into his budget.

A Draigowing build is probably the most reasonable choice, especially if you proxy regular terminators for paladins (As long as you paint them right, this shouldn't be a huge issue). 10 packs of terminators that are painted with a very ugly color scheme can often be gotten for under $50 on eBay, which should give you enough models to work with. You can proxy the 15mm scale Leviathan Crusaders for Dreadnights - they are very similar in size, shape and weapon loadouts, so most people will play against them (I like them a lot more than the regular dreadknight).

Draigowing is fairly difficult to play these days (especially if your opponent decides to list-tailor and bring tons of AP2 weapons), but it is possible to win games with it. Another option you might want to consider is using Land Raiders - if you fish for good deals on eBay, it's possible to get them for ~$35. I've seen 2000 pt lists with nothing but a Draigo, a Paladin Squad, and a Terminator squad /w Justicar Thrawn, riding in two Land Raiders.

I've just been planning to starting some GK armies and thus have been doing some crunching.

the most points for the least cash is going to be a dragiowing style list

taking Kaldor Dragio as your HQ with Paladins as troops.

a simple "bare bones" list would be

HQ: Kaldor Dragio 275 pts
Troops: 2 5 man Paladin Squads with Psybolt Ammo and 2 Psy canons. 335

this list total costs 945 points (for an even 1000 points you could take an inqusitor with some spiffy wargear)

in terms of money laydown, you're looking at 2 termator squads boxes (50 bucks US each) and dragio 22 bucks.

I have no IDEA how EFFECTIVE this list would actually be BTW. that said it's not a bad army to build to start with as you can build the paladins and once you have more money freed up, those Paladins can instead be used as GK Terminators to free up more points for more units
