why cant i install it, do i need medieval 2?

You need Medival 2 Kingdoms to run that mod, so yes. You need medival 2 plus its expansion, both are avalibal on Steam for a reasonable price

Should work fine on the current version of Kingdoms. But I'm running so many Medieval 2 mods that I can't say anything else because my files are all over the place.
