As per the title, I was wondering (well, my TO was wondering) are the Tyranid Vanguard - Rising Leviathan dataslates specifically Rising Leviathan II for Apocalypse or general play?

They're for general play. A lot of TOs are allowing tyranids to take a dataslate formation instead of an ally. They are definitely intended for / allowed in normal games.
