So I'm playing in a local tournament which allows anything from the books, no restrictions. I think this is still battle forged?

I'm thinking the extra farseer makes it amazing. And I think it's still battle forged. But what do YOU think?

Has a lot of deadly potential but I don't think your allowed 4 HQs.

Its a double foc. 4 HQ is fine so long as he has at least 4 troops (which he does)

Pretty solid list. You'll clearly rule the psychic phase with this one

I missed that, as I said before it has deadly potential, let me know how the list goes, but with seer councils don't they have the DE ally Hq?

The SeerStar does. But a Seer Council is nothing more than a group of Eldar Psykers with 2 or more Farseers leading them. I don't think this is a competitive list.
