Where did you get this update? The most recent rules I have (IA3 2nd edition) lists the BS as 2. Automatically Appended Next Post: I figured it out.
Army Builder hasn't updated the rules to IA3 2nd edition. As such it is using outdated rules. Automatically Appended Next Post: To fully answer the question, if using the old, out-dated rules, it has a BS of 3. Normally 2, +1 from the Targeting Array.
The new rules do not have this upgrade, as it no longer exists.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

OK, that explains it. When 6th edition came out, they updated some of the Tau stuff. They took out the Targeting Array, but kept the BS increase.
