Just spit balling an idea here. Minor League 40k.
How much fun would it be for people to play in a 40K tourney where the top 5 tournament winning armies were not allowed to compete in?
Everything would be exactly the same, except currently you would not be allowed to field Tau, Eldar, Imperial Knights, Chaos Demons, or Necrons (check www.torrentoffire.com for top 5 most winning armies and disallow them).
I imagine the meta would shift to allow more CC armies like tyranids and orks to come to the spotlight with the removal of Tau and Eldar.
Plus it would give people who have armies that are second tier in the current tourney environment a chance to bust up some skulls once again.
You could even sponsor a minor league event on the side of a regular 40k event to pick up the people who scrub out early from the main event.
Just wondering if such an idea would get some traction.

It might be fun but wouldn't this divide the local players into two groups? If this were to be a regular feature, those who have only a Tau army, for example, would feel sidelined and have problems joining a tournament. Or he/she might have a friend who wishes to join but due to what he/she owns, may not be able to.

I foresee it as an occasional thing just to spice things up a bit. Maybe every 4th regular tournament you throw in a minor league tournament. Basically you throw a bone to those people who own armies who are lower tier and are excluded/can't compete due to Eldar/Tau dominance.
The people who play Orks are the spiritual backbone of 40k. Give them their day to shine!!!

Ain't the players allready divided into 2 groups?
I think that it's more proper to ban spammable op models - not factions.
For example:
No more than 1 wave serpent, no seer council, no more than 1 wraithknight. BAM! Eldar are in line with everyone else.
No more than 1 riptide. Now they won't auto-anihilate any non-biker cm spacemarine army.
No more than 1 Night scythe. No more than 1 destroyer lord. They're still viable but won't annihilate everything with an op wraithwing+flyer spam.
All those guyz will still have their strong units but at least it won't be enough to table the opponent by listbuilding.

So if I only own one army and that one happens to be doing well at the moment, I can't play in your tournament? Or what if I've always played Eldar but last edition started a fluffy khorne army, I have 2 armies and yet still cannot play. It's one thing to ban certain units, but banning entire armies and players as a result is, quite frankly, dumb. The only way this works is if you have a huge player base where only a few people play these "top-tier" armies.
For what it's worth, I play Imperial Knights and terminator-heavy GK.

Lets face it, blanket banning is a lot easier then just comping, and a lot fairer. This sounds like a fun thing to do ONCE IN A WHILE, just to spice up the meta. As long as you do tournies that include those armies as well, i wouldn't feel overly left out I'd also ban out allies and Data slats, to force people to look for answers in there own codexes. Then *maybe* put a retriction on flying *things* to 2 per army so sure up for armies that have little AA and that would be a toruny i'd gladly go to for a change,
