Ok this is my first time playing 7th edition and its in a 1850pt tournament. The tournament rules say no flyers atm do to the fact that a lot of players in my store use Forged world flyers, and there are a lot of new players to the game.
The organizer has also made a ruling for CSM and there none updated supplements. but here is my list and I know I'm 2 pts over and the TO is ok with that.

Looks great. I'd give the Lord a power axe instead of the plasma pistol.

I feel you are overpaying for your lascannons

If you're going to deep strike the brutes you will want to equip them with close ranged weapons such as the MM they come with. Plasma cannons are great, but I wouldn't give a helbrute a lascannon unless I was starting him on the table turn 1 way in the back and firing that thing all 5 turns.

Also since the battle cannon on the defiler is ord everything else you fire with be with BS 1 due to snap shots, so statistically speaking that TL Lascannon will hit someone once every 3 turns. Worth the points? For you to decide ultimately but IMO no.

Drop both and you have 50 ish points to play with and you will have lost next to zero firepower by doing so.

I second the oblit comment above. Two squads of three are great. I would get rid of the lc on the brutes and use the pts to give the oblits votlw.

I'll suggest keeping the defiler. I just love the model and regularly run two, knowing full well there are cheaper, better heavy slot choices. With 6 oblits I would not have the defilers in the back shooting lc. I'd give them an extra pf and the scourge.

Looks fun though. Try and get a better weapon on the lord if you can. Lc and pf if you can find the points.

Yeah, dumping unbound for 2x3 Oblit squads would give you the same army w/ objective secured. Do that.

FYi - your Lord is gimped. Consider this:

Chaos lord
- Mark or Nurgle
- Daemonheart
- Plasma Pistal
- Sigil of Corruption

Your'e taking a deamonheart, which greatly limits the units he can join. you're also double dipping on invul - 5+ via the DH and 4+ via the SOC. Drop the DH, take SOC, drop the PP, and take a real close combat weapon. Throw TDA on him and at least let him wound tank for oblits. Or, consider a burning brand - but you're not doing anything with this list that maximizes the benefits for the supplement you're using.

Why does Daemonheart limit the unit he can join?

It doesn't he is confusing it with the relic that makes you a daemon, daemonheart is the one that gives you 2+ and iwnd

I've been using the mayhem pack for pretty much every 7th edition game and it has been great, with the changes on the dmg table they are a lot more durable and having 3 helbrutes behind enemy lines sure puts lots of pressure.

That being said as someone mentioned above I would leave them with their meltas and that's it, I run mine with 2 meltas and 1 plasmacannon only because I like to play wysiwyg, it would be 3 meltas if i could.

Power scourges aren't really that good, in a d6 of 1-4 they'll help you hitting better but you only have 2 attacks and on 5-6 they'll work defensively against MEQ, however also remember that they -WS affects MODELS so they won't be working when you charge due to lowering the WS of 2-3 models out a squad. It might work if you know you'll be facing MCs with low WS thou.

Regarding the rest of the list, yeah drop the Defiler they are really really overcosted, could use those defiler and lascannon points on another unit like havocs or bikes or MoN chaos spawns

Not sure what you meant by "The organizer has also made a ruling for CSM and there none updated supplements".... firstly because doesn't seem like they need an update and secondly it sounds as it supplements aren't allowed but you are using crimson slaughter units

HQ

Chaos Lord - MoN, Daemonheart, Bike, PF, LC, SoC, Blight grenades

Troops

6x Plaguemarines - 2xMeltas, Rhino w/Dozer Blade
6x Plaguemarines - 2xMeltas, Rhino w/Dozer Blade
5x Plaguemarines - 2 Plasmas

Fast

5x Chaos Spawns w/MoN
5x Bikers - MoN, Champ w/Melta Bomb

Heavy
2x Oblies - MoN
2x Oblies - MoN
2x Oblies - MoN

Mayhem Pack
3x Helbrutes - Multimelta & Powerfist

Total - 1849

I'd run this if you got the models, the oblies and plasma palgues can stay on the back and move mid field if needed to take objectives.

The 2 rhinos move giving cover/denying LoS for either the spawns or the bikes, depending on the terrain spawns could get cover from running through ruins/woods and with T6 they can hold their ground. Bikes can jink to get their cover saves if needed.

Turn 2 you should be assaulting with the bikes and spawns, both units with T6 should stay in combat against pretty much any unit, except SS/TH termies. The rhinos should be at rapid fire/double penetration range with the meltas, choose a vehicle to blow up from the rhino or disembark and rapid fire a unit. If you are lucky the mayhem pack should arrive now and blow open any armor or taking critical objectives.
