If I take a commissar, I need to allocate him to a unit prior to deployment, and he's not allowed to leave that unit.

What happens when the last of the unit dies and the commissar is left by his lonesome? He's not allowed to join another unit because he's not an Independent Character.

Is the commissar a separate unit for VP purposes, or is he considered just a member of his parent unit (ie, you have to kill the whole unit including the commissar to claim a kill)?

Just a member of the parent unit, as he was never a unti by himself. He is jus tthe last member of unit X

He becomes a secondary sergeant when he joins a unit.
The normal serg cannot join a new unit, and nor can the Hat.
