Read the Fear special rule. What does it say?

If it were a Morale test, failing it would mean you'd have to fall back.

A Fear test is a Leadership test, and a Morale test is a Leadership test, but not all Leadership tests are Morale tests.

For more information, check out the section on Morale and the Fear special rule itself.

Thankfully it isn't. Otherwise, fighting orks with daemons would be a great way to consistently kill an extra few orks every couple rounds of combat as they fail their tests over and over....

It's also worth mentioning that fearless and ATSKNF both specifically mention fear immunity, which makes it different from regular morale tests (which ATSKNF is not immune to) and grants specific immunity for fearless units (which are otherwise not immune to leadership tests, such as checking for snap shots when your transport is damaged).
