Point of order: the Necron Command Barge is confusing too, but you are correct in that at least it is somewhat effective in it's intended role.
To answer your other questions:
The only difference between a riderless chariot and a ridden one is the riderless variant is hit in close combat at weapon skill 1 and when hit the player who did so must select the chariot to apply the hits to.
It still benefits from the
'must be hit on the front armour in close combat', and sadly the
'can be locked into close combat' rules too. I do realise the rule for chariots does state it benefits from the first rule because
'the Chariot’s rider can defend it', however the rules do not indicate that the rider-less variant loses this rule.
vehicles are never subject to morale checks
(well unless a rule explicitly states otherwise) so
'our weapons are useless' doesn't do anything and cannot be applied. Fortunately vehicles cannot be swept either.
Given how the riderless chariot stays locked in combat and as it is riderless it probably has no attacks apart from the initial '
hammer of wrath' ones, charging in with one is probably a very bad idea?
