It says in the rulebook that units have orders that allow them to make specific actions, such as charge and run.

Does that mean that units that have say shield wall can never make a charge?

Or say the cyriss unit eradicators since they do not have orders, they cannot run or charge?

Units that have specific orders will have to choose if they wan't to make a specific order like Shield Wall or a generic order like run / charge. So a unit can never do both in the same turn (unless the unit has another rules that allows it).

The only units that can't perform orders are those that don't have unit leaders, like the Legion of Everblight's Spawning Vessel. Eradicators have a leader so they can issue orders just like most other units.

Exactly. Also, certain spells/feats stop orders being given.

Just be happy this isn't Mk I, where your unit leader getting capped meant you just couldn't give orders without, from memory, your warcaster getting in there.

I wish I had time for all the game systems I own, let alone want to own...

Not necessarily the warcaster, it could be a miniature with the Commander trait. But yeah, snipping a unit leader was a pretty common tactic in Mk I.
