Now I don't want to get into a debate about it being a shining example of brilliance or festering turd of a game. We all know 40k has issues on some (or a lot) rules.

The question is, can the rules be fixed and what would be the best ways of doing this?

I've seen some suggestions over time (each with its own merits and drawbacks) and think some options could include:
A different dice system; maybe a d10-20 system would add more variance which would be beneficial
A movement stat; give different movement stat to different units
A size stat; to roughly equate models or similar scope
Cover implementation; seems to be flawed at present
Just some thoughts.

What do you think would be a good option to make the game more user friendly/balanced/tactical/whatever?
