I'm just going to be honest, not a very good list. Lots of weaknesses, doesn't play to many of Eldars strengths.

I got a little sick of Waveserpent spam myself, so kinda know how you feel.

How do you plan on taking out any tanks?
Nothings fast enough to shoot side rear.

What do you see sticking around until the end of the game?
Nothing is really duarable, 2 AV 12 tanks is easy to knock off, same with one wraithlord.
60 T3 4+ infantry will fold pretty quickly, and you can't hide them all.

No use of eldar advantages.
The list is basically copying IG playstayle, with the polar opposite army.
Think fast things, things that shoot lots, things that can avoid getting shot. Thats how eldar play.

Sorry if this came off as harsh. With some more thought it could be strong, its possible to pull off army build if done right.

I'm afraid that I am only posting in order to assure you that Goatseer is absolutely right. This list is going to be missing so many models after your opponent's first turn. It lacks either teeth or legs. You don't need wave serpents to make a good Eldar list. They have many options, but you need mobile troops. And it's weird not to have them from the most mobile army in the game. You are trying to create a Gunline with an 18" str4 gun (albeit with a form of rending)

This will shred CC horde armies, but will suffer against anything else. It's not a bad idea to go Avenger footspam, but they need better quality support. You have no reliable answer to AV13+. At the very least, take the Hunter with two BLs. Starcannons are completely unnecessary in a list that has over 150 rending shots and no reliable AT.

Also, why Runes of Warding? Runes of Witnessing are gold this edition.

Out of my Mind

I'm not familiar with Eldar enough to offer 'good' recommendations, but I have read the Codex and played a few games.

* Why not run 2 units of 20 Guardians? IIRC, you'll get 2 Platforms in each squad to give you some punch, and you'll still have 2 Dire Avenger squads left over. The ability to run and shoot makes getting close to those blobs w/o wearing them down pretty scary.
* Falcons over Fire Prisms just seems odd to me, but I'm unfamiliar with the cost so maybe that was your reasoning. After dealing with Wave Serpents, it seems like you're still taking them but are forcibly removing the option to use the Serpent Shields.
* As everyone said, you're really lacking anti-tank. Wraithlords with Bright Lances, are another great way to get some resilient AT in the list.

I know you're against Wave Serpents, but I think they're only a problem in spam lists. I don't think anyone would have an issue with this list and you used 2 of them.

Have you looked at the wonderful cross transport options of adding in DE? True that you have to spend your first turn loading into the transports.

Dire Avengers in Raiders are great, then you can put the Warriors on the ground with Dark Lances.
Banshees become field-able in a Raider.
Fire Dragons in a Venom, etc.

Just my random thoughts.
