A unit with SnP or relentless counts as being stationary for firing heavy, ordinance, and rapid fire weapons. However, a unit embarked on a transport counts as having moved if the vehicle moved at combat speed. My question is which rule takes over? If I move a transport containing SnP models, do they count as having moved, or do they still apply their special rule?

The vehicle rule is a more general rule than the SnP usr.

I do not see the conflict here,
Relentless and Slow and Purposeful exist to allow a model which has moved to be considered stationary, and a few other things. Therefore, a Rule telling us the model counts as moved does nothing to change the effect of relentless or Slow and Purposeful. Do keep in mind though, if the Transport moves at cruising speed or faster then the Unit inside is effected by the penalties set forth for such an action. Those penalties have nothing to do with the Model's movement, so Models with the Relentless Special Rule must still Snap Shot or are prevented from firing just the same as non-Relentless possessing Models.

vehicles specifically all have relentless, and their firing is still modified.

models on board the vehicle with relentless would be subject to the same firing restrictions.

Models firing out of a vehicle that moved at Combat Speed count as having moved that turn. Models firing out of a vehicle that moved at Cruising Speed can only fire Snap Shots that turn. They cannot fire if the vehicle moves Flat Out or uses smoke launchers that turn, nor can a vehicle move Flat Out or use smoke launchers if a unit embarked inside it shoots out.

Ok this is how I thought it worked, I was just curious, as I saw a post somewhere about putting a mega-armor warboss in a unit of Lootas to give them all SnP and my brain started turning, I thought "Wait, I could just sit them in a battlewagon, then rattle off a million shots from my near impenetrable AV 14 tank with IWND every turn." but I was curious about how the vehicle rules affected it.

I don't know if I'll actually use this strategy, but at least I know the rules support it.

Another thing you can do to give a squad that's not going into a vehicle SnP is to attach the blitzbike. or just a normal ork warbike, costs less than mega armor

No, Bikes are Relentless, which affects ONLY the model with the rule. It has to be Mega Armour.
