So an interesting situation came up over the weekend where I had vortex of doom scatter on top of a unit and my opponent failed to wound the models underneath, when I started to move I realized that the template stays on the table and counts as impassble terrain, which for all intents and purposes locked my unit from moving.
I cross referenced a few times and found nothing that stops this being the case like the only webway portal shenanigans back in the day, hoping you guys could dig something up.
Rick Priestley said it best:
Bryan always said that if the studio ever had to mix with the manufacturing and sales part of the business it would destroy the studio. And I have to say – he wasn’t wrong there! The modern studio isn’t a studio in the same way; it isn’t a collection of artists and creatives sharing ideas and driving each other on. It’s become the promotions department of a toy company – things move on!
If your guys are caught in it and dont die, its obvious they are either hanging onto somthing by their fingernails or cowering under a ferrocrete ledge. Of course they cant move.
Rules-wise, once a model is trapped inside impassable terrain, if it doesn have a rule similar to the Canoptek Wraiths phaseing ability (which lets them pass through impassable terrain) then it cant move.

Had the same thing happen in an Apoc game a couple of months ago. Didn't make a fuss about it, because I just wanted the game to continue (didn't even raise the subject with my opponent), but yes, the models under the template would not be able to move.
