So I've been wanting a new project for a while and something to paint besides orks, and sticking to xenos armies I think I may have settled on Eldar. I dont know where to start in building a small army though. From what ive read, I can say that I am really interested in eldar psychic dominance, in swooping hawks and JetBikes, wraithguard, the avatar of khaine and dark reapers.

I don't want to use wraithknights, make a seer council deathstar, or spam wave serpent transports. What should I start off with given I'm interested in speed, psykers and the specialist units? Help is much appreciated.

I found that in 7th Warp Spiders can do wonders. It's a metric ton of S6 shots with those nice extras like getting out of line of sight in the assault phase. It's not trivial to pull this off - you have to put terrain in the proper places in the set up phase and deploy properly - but for me this is exactly the way to play Eldar: do it right and be extremely effective, fail to have a good plan and get wiped from the table.

Also nice: use Eldrad Ulthran, that's a good addition to your "pychic dominance" wish and he also allows to re-deploy units after both sides have deployed. Other specialist units worth to consider are Dark Reapers (with the upgrade for buildings in 7th edition they work really really nice with a Bastion) to support all your fast units which might lack a bit of punch.
