Seer Council:
Farseer 100pts
Spirit Seer 70pts
4 warlocks: 2 spears 150pts

Troops:
3 jetbike w/ shuriken cannon 61pts
10 guardians w/ starcannon 110pts (one warlock will go with these guys)
6 wraithguard w/ wraithcannons 192pts
wave serpent 140pts
shuriken cannon, Scatter Laser, Holofields

Fast Attack:
vyper 80pts
starcannon, shuriken Cannon, Holofields

Heavy Support:
wraithlord w/ scatter laser, brightlance 160pts
7 dark reapers (incl exarch) w/ starshot
exarch w/ fast shot, EML w/ flakk 298pts
fire prism w/ holofields 140pts
total 1500pts

If I know I'm not against someone with a flyer (somewhat rare in my meta) then I'll probably give the reaper exarch just a reaper launcher with starshot. Also I have my wraithguard magnetised and I'd like to give them d-scythes but not sure where to get the points from any ideas? And I my 6th wraithguard is an old model has anyone run into trouble running these older models? (I hope not because I paid like $20 for it back in the day but they do have smaller bases)

What's the plan for the Psykers? A Seer council on foot is not much of a threat, and the Wraithguard take up all the space in the wave serpent, so the Spiritseer can't join them.
The Reapers are your obvious damage-dealers, so joining the Farseer to them (for Perfect Timing) or nearby (for Guide / Fortune) might be worth it. Same for the Spiritseer, if he's not hanging with the 'Guard, then Reapers with a 2+ save (Protect) or Shrouded (Conceal) is an option.

If the weapons aren't glued-on, consider swapping the Scatter Laser on the Wraithlord for another Bright Lance, less versatility, but more stopping power.

The jetbike squad looks a bit small - consider giving one of the Warlocks a jetbike so he can tag along (Conceal + Jink + Turboboost + Objective Secured = fun) or adding more jetbikes to the unit.

I'd also swap the Starcannon on the Vyper for a Scatter Laser, but I'll admit that's more of a personal preference (scatter / shuri hunts hordes / light vehicles, star / shuri hunts 2+ saves and hopes for rending on the shuri).

[Edit] The only problem I've ever had with metal Wraithguard was them falling over - get a 40mm base from somewhere and stick him to it.

The plan for the pyskers is mostly just to stay in cover with conceal and fortune to soak up firepower and buff my other units with guide, fortune or doom as well shut down my opponents psychic phase as much as possible. I normally run 2 or 3 farseers so I'm not sure how well that plan will work with just one. I've never used a spirit seer before ( don't even have the model was just going to use a farseer model) he's mostly there to make the wraithguard scoring. I want to give the wraithguard d-scythes so there isnt much point of the spirit seer being close to them anyways. I charged my seer council at an imperial knight special character and killed it so I guess they can also charge any armour that gets too close. Also they are there because they're pretty much the only thing besides the paint job that makes this army ulthwe

The scatter laser isn't glued to the wraithlord (it's magnetised where his hand used to be, old wraithlord model) so I could definitely consider giving him a second bright lance, usually the scatter laser is just there to make his bright lance twin linked so having a second one is probably a better idea.

I only have three jetbikes :( I'm going to get more soon, it might even be my next purchase.

I don't think I'll be converting any warlocks on jetbikes any time soon because I can't find an easy way to do it without greenstuff (I don't greenstuff) But I agree with you it would be great for the unit.

Do you see any way of freeing up points for those d-scythes?

I don't know how fluffy/competitive you want to make the list but here are my $.02.

Dump the entire dark reaper squad and do whatever you want with the points. A crimson hunter with exarch is much better for less points at dealing with flyers and is a capable anti tank weapon.

I hate encourage serpant spam but it really is the best way to get your fragile infantry into position.

Not much to add...I suggest you drop one Reaper, and get the points that way. You might want to trim enough from here and there to get a vehicle for the seer council.... My best suggestion for Uthwe is a Sqd of Warwalkers. They are fluffy, and extra killy. And benefit mightily from Psychic buffs.

I do like Reapers though, because they also Rawk vs Marines, and that is a very common foe.

The will of the hive is always the same: HUNGER

Drop 1 Wraith Guard so that Your Spirit Seer can join the unit. Or drop them entirely. And replace With Guardians With Brightlance. It makes scense in fluff purpose and opens up some Points. And 1 WS With Wraithguards will be targeted first. You will also save 125 pts towards another WS so that you get a transport for Your other guardian unit.

The Wraithlord for both fluff and game purpose should be exchanged for War Walkers With Bright Lances.
