A platoon is extremely versitle and combined squads adds a lot of versitility. That being said what kinds of situations are the best to run 10 man squads, and when is the blob best? Does either tactic excell against a certain type of list?

The west is on its death spiral.

The only time I'd run single squads is if you really need to increase your scoring unit count desperately. Otherwise, the morale, melee, order efficiency and such advantages make the blob a no-brainer most of the time.

FRFSRF is what can make a platoon of Guardsmen a deadly prospect for enemy infantry, with separated squads, without FRFSRF and probably getting less double-tappers in anyway from being separated, your firepower is far less.

There's a very limited point in that each squad has to be targeted and destroyed individually when split, but each squad is very naff in terms of effectiveness and is relegated to being just objective sitter drones that may, if lucky, have a heavy weapon that contributes something once in a couple of games.
