7th Edition's allowance for small point value Allied Detachments in the Come The Apocalypse category intrigues me.
Taking advantage of Inertial Guidance System rule(s) to wedge itself into a crevice in the enemy formation, a small Space Marine force consisting of 1 HQ and 1 Troop (combat-squaded) and 1 dedicated transport Drop Pod that can act as "fly paper" could be immensely useful to almost any main Combined Arms Detachment. Especially to my Necrons. Can anyone suggest such a Battle-Forged SM Allied Detachment in the 400-600 pts range to Drop Pod into the enemy's rear ranks?

I'd guess you want the pod to be a building/vehicle wrecker? If you plan on just taking the pod with the troop inside though, and no other units, it will have to be tac marines..and it only holds 10 so you can't fit the HQ.. I'd try maybe this?
(Sentinels of Terra)
Lysander
Command Squad - melta x4, apothecary, pod
Scouts (5) - bolters, land speeder storm w/ heavy flamer
That's about 450 points.. If you want to take advantage of Objectoce Secured pods, just swap the scouts for a full pod for about 85 more points

Libby ML 2 - 90
10x Man Sternguard - 305
3x Combi Melta
2x Heavy Flamer
Drop Pod
5x Man Scout - 100
LSS w/ HF
Librarian goes w/ Sternguard. Sternguard are great with their ammo and rip things apart. Combi Meltas pop a tank and Heavy Flamers roast infantry. Scout Squad is a mobile troop.

After listening to all the sage advice, I decided that I really want to stick with the original idea of Allied Detachment In A Can. At minimal cost.
Something like ...
- Chapter Master in Terminator Armor (may upgrade to combi-plasma or any other single weapon of choice)
- Veteran Sergeant (may upgrade to combi same way)
- 7 more regular Tactical Marines (one with a heavy weapon)
- dedicated transport Drop Pod
... This is a total of approx 360 pts including 2 or 3 special weapons of choice like plasmas or flamers plus the ability to land and discharge Orbital Bombardment both on turn one.
Can this be improved without increasing the cost by 40 or so points? Or can it retain as uch firepower as possible and decrease in cost by 40 points or so?

Is your plan with this to have the CM in the pod with the tacs? If that's the case then downgrade him to artificer armor as termie armor can't ride in a pod. Also remember that he can't move and shoot his bombardment in artificer armor so he's firing it off on turn two. Also a thing to remember is that the heavy weapon on your tac squad will be snap firing out of the pod so stay clear of a plasma cannon. You'd be better off ditching the heavy and sticking with special weapon/combi weapons. Or like stated above, take sterns with Kantor and jam as many combi weapons as you can. Podding sterns are just too much fun!!!
