You may find yourself at a lack of warp charges.
Summoning on average takes 7 dice for a decent chance of casting it from a CD Prince or Horrors. If you want to cast it twice (you said as much as possible) than that leaves you with very few dice to cast powers with, hence your tzeentch Dp's are basically wasted points as doing 1 measly vector strike a turn sucks, and since its hard to charge nowadays because of flight mode rules, Tzeentch circus is dead.
Nurgle circus is still very much alive however due to the awesomeness of 2+ cover saves because of Jink+shrouded. You dont even need to take flight v most armies, and can just walk up with a 2+ save (and hopefully iron arm)
Also the main reason people take weaver is for a screamerstar (will generally cost around 350 points for the screamerstar) to reroll grimoire, and that would be a much better use of your points instead of a Tz DP.
If you want to effectively summon the 2 things that can summon most efficiently in the game are a CSm DP with a familiar, and an Eldar farseer with a stone, these need 5 dice instead of 7 to cast summoning, and are pretty much immune to malefic perils.
