Seeing as how nearly every basic cheerleader line infantry unit (barring Naffatun) have access to LTs, specialists, and a variety of weapons, it seems like something that is totally doable. Especially with the generally low cost of basic line infantry units. Has anyone tried this? How viable would something like this be.

I've not done it. I've played against lists with around 5 line troops in them but they were just cheerleaders and stood at the back whilst heavier units did all the dirty work. There was also a thread on the official forums where someone ran an all Keisotsu list against the Avatar. Which is a good example as it shows you will be trading quality for quantity. I assume you are talking about Haqq lists here as you've mentioned Naffatun?
I think it might be interesting to run a list with a combination of haqqs line troops (ghulam, halqa, naffatun) as they each give you different options in the list instead of just taking all ghulams for instance. Halqa can be tricky to use, especially if you don't get first turn, but a small group of those deployed outside your DZ with a lgl could be a nasty surprise for your opponent. Everyone who plays haqq runs naffatuns pretty much so if you were running a list with line troops i would definitely include a few. Great troops for a few different roles to protect flanks/ DZ, hunt camo/ ODD units and as a last resort to throw at high value targets and hope that fire does the trick. And then ghulam gives you access to some cheap support weapons. Being able to take multiple snipers, panzerfausts and even HMGs means you can set up some nasty ARO corridors with weight of numbers. An individual ghulam sniper on his own isn't too scary but a sniper and panzerfaust covering the same corridor is a different proposition. The new box set will give you access to the ML as well now which would be a nasty combo in ARO with some of the other heavy weapons.
I think the best advice is just to try it out and see how it goes, and then let us know afterwards! (although you might want to try it with a proxy list first!)

It is something that would work at low points levels and in a sectorial army. Linked the cheerleaders can become quite competent but with the limit of only 1 link at a time, its not so good at higher points as you will have a too many unlinked cheerleaders and the redundancy for the link is excessive.
Despite not being a mainly LI faction, I'd say Panos military orders sectorial could pull it off. If you take a look at order sergeants they can do everything. You've got your links, your camo infiltrator specialists, camo offensive, visor, hacker and defensive DTW all in one unit.
Plus they're religious so if they get lucky and kill your lieutenant, not that big a problem.
The biggest problem you'd face is whether you would call them 'cheerleaders' and that you would need a couple of fusiliers for the lieutenant, sort of becoming cheerleaders to the cheerleaders.

I'm running a 20 model Morat list right now at 300 pts. It's not entirely composed of cheerleaders (it has specialists) but nothing in the army is over 23 pts except the Vanguard heavy weapons.
It's interesting, not particularly good in direct confrontation or at fighting anything nasty like TO or TAGs. It does have quite a bit of smoke so most of the time I block LoF and focus on objectives. If I need to push something mean off multiple obj. it can get ugly.

I've had a fun game of it. We nicknamed it 'Starship Troopers Mode', when I had 20 PanO Fusiliers, including HMGs, rockets, grenade launcher and paramedics, holed up instead a two story building from my opponent who fielded ~50 Combined Army Gakis, who were rushing in.
Long story short, they overwhelmed even my ARO lines and got into the building and killed everyone.

You can, but what I'd recommend instead of just cheerleaders is to mix in some warbands with them. 5pt irregular chain rifles become so much more dangerous with a bunch of orders to spend, much more so than even cheerleaders w/ heavy weapons IMO

Care to share? I saw a 2 group Morat list that took 4th at RoR66, would be very interesting if MAF is a viable way to run horde CA outside of just taking a million Pretas

Not a bad list man. How much mileage do you get out of the smoke launcher Datz? I was considering trying it out in a Datz link for S&G (they look too damn good to leave off of the table). If he doesn't pull his weight I can't recommend an M Drone enough, one of the best specialists in the game right there.

I found the Smoke LGL pretty useful for laying smoke walls or blocking LoF during Impetuous orders because of the reach. Activate it first to drop smoke where another Impetuous model's move is going to force it to run into LoF.
