I was looking in the Army building forum and I feel this place may be better since I don't have a specific point value and I'm needing help knowing how to build an army.

So I recently stumbled on some imperial guard army from a friend and I didn't know the first thing about how to fill the FoC. I read their codex and it seems one squad isn't enough to fulfill a single slot. So given what I have, how would I be able to build a battle-forged list? Thanks for your advices in advance.
This is what I obtained:

1 Commissar

15 Rough Riders (The horses were replaced with hippogrpyphs? for more flavor)

1 Platoon Commander
1 Platoon Standard
1 Guardsman with a trumpet
5 Vox-casters
4 Guardsmen with chainsword and las pistol
6 Guardsmen with flamers
2 Guardsmen with grenade launchers
2 Guardsmen with rocket launchers
9 Guardsmen with meltas
1 Guardsman with a giant bombshell
37 Guardsmen with lasguns

3 Heavy Bolter Heavy Weapons
2 Autocannon Heavy Weapons
3 Lascannon Heavy Weapons
7 Guardsmen to represent them manning weapons.



So by default the commissar is going to be the HQ. Now, how do I split these guardsmen so that I can get two troop choices. I've been told if they go in a company then they can only shoot at one target and if they move the heavy weapons have to snap fire.

Judging by the numbers of special weapons compared to lasgunners your friend was running veterans as his troops choices. Look at the veteran squad entry in your codex. Short explanation, one vet squad is a troops choice like most other armies in the game and they can be upgraded with more special weapons than the infantry squads you buy as part of a platoon. It's a little eccentric that he seems to have been using them on foot. Anyway, the four pistoleros would have been his veteran sergeants, meaning four veteran squads in his troops choices. The model you've identified as a platoon commander is most likely a company commander, and the standard is the regimental standard and not the comparatively pointless platoon standard. In an army without platoons the commissar would have to be a (HQ choice) lord commissar. The vox casters go out one to the company command squad and one to each vet squad. One of the vet squads had the demolitions doctrine, the giant bomb representing their demo charge.

Even with veterans your friend seems to have had more special and heavy weapons than he could have used at one time. Many of those are likely intended to be swapped out so he could vary the list.

There are a few other legal armies you could build with the models you have. The officer could represent a platoon commander, giving you up to one platoon. Then at least two ten-man squads would be infantry squads in the platoon, you can use more of those heavy weapons via the heavy weapons squads the platoon makes available, a vet squad or two makes your second or third troops choice, and the lord commissar makes your mandatory HQ.

If you do use a platoon then the ten-man squads have a special rule allowing you to combine them during deployment, making them count as a single unit. See the codex entry for infantry platoons for details. If you do this then the combined unit acts as a single unit in all respects, including only being able to shoot at one unit.

I'd use veterans on foot, in a bird, in a box, in the air and on the rocks. Just don't use plasma suicide vets. Waste of good points. Keep them in a good position and use a lascannon for a bs4 antitank platform that can jack up TEQ.

If I were to do foot only, making them fluffy, is there any chance I can win against a mech army?

If you play your cards right, I don't see why not. Definitely make use of LoS blocking terrain to buy you those precious extra turns to get close to those vehicles.
