The tank shock rules say, that the movement ends, if you reach impassable Terrain. However, skimmers can move over impassable terrain. So can I tank shock over it or not?

If you're flying low enough to mow down troops in your way, it stands to reason you're not flying high enough to go over anything impassible.

Well then how about the tank shock rule stating when you reach impassible terrain, you stop. Since tank shock is a specific type of vehicle movement with it's own rules, it would override the more general rules of a skimmer. My point above was just conceptualizing why this would be the case. But the rules of tank shock are clear.

I could see this going either way:
Tank shock only asks if you have reached terrain classified as "impassable". It does not ask if you have permission to move past it or not. So whether or not you are a skimmer you still reach impassable terrain.
Having said that, I do believe somewhere in the book that it says skimmers may move "over" impassable terrain, so you could simply draw the path of the tank shock "over" the impassable terrain and claim that it never reaches the impassable terrain, and so would not be stopped by it.

After rereading the concerning sections in the BRB (german Version) it is not 100% clear. The skimmer rules say, that you can move over impassable terrain. Well, while it is physically no direct line movement, it is if you take a look at the game mechanics, cause you dont move 3" towards the object, 2" up, 2"over it, 2" down and another 3" away from it. You just move 12" as if there is no object. BUT I think a way you can argue against ígnoring impassable terrain is the following:
If you can ignore impassable terrain because of the skimmer rules, why should a unit take a LD test, cause skimmer can move over enemy Units too?

I will point out that in the past, GW has FAQed this to allow the 'roller coaster' effect, going over both impassable terrain and friendly units. Don't know how they would rule it under current rules and not saying that the old FAQ necessarily applies. But I personally would be fairly lenient on it given the old FAQs and complete absence of any current (real) FAQs. YMMV.

Here's the biggest problem, tank shocking doesn't support "landing on top of". Say the unit stands its ground and metla's the crap out of the skimmer, is the wreck then on top of the unit? Yeah...

I wouldn't get too strict with a straight line and skimmers. Do you allow land based tanks to TS from a flat onto any type of elevation? If you do then it's not a straight line. I can negate all TS in a game by throwing sticks on the table and say it's downed telephone poles or trees. Most area terrain is not built into the table either, want to TS onto the GW area terrain or based scenery of any type.... sorry.
The rule is there to prevent pivoting not vertical movement.
