Subject: 7th Edition Psychic Disciplines & Who Can Generate Them

Heya; quick question after somehow just today realizing that some armies have access to much more disciplines.
Foremost, CSMs and Divination. So, would that mean Daemon Princes and Sorcerers can roll on them? In addition, Chaos Daemons are listed as being able to access Divination. So, would that also mean, for example, a Great Unclean One or any other Psyker Daemon apart from Tzeentch use Divination?
Essentially, if the Psychic Card Quick Reference says they have access, can a generic Psyker roll on that available Discipline? Since CSMs have access to Divination now and they previously had no way to get it other than a VERY lucky roll on Scrolls of Magnus, I would think that rules out the most easiest assumption of referring to the Psyker in question and seeing what its Codex specifies what Psychic Disciplines they can roll on. In other words, is this meant to override all that? Can a Sorcerer or Daemon Prince roll on Divination, and can a Great Unclean One or any non-Tzeentch Psyker roll on it or any other available Discipline?
Seems to be an ongoing argument I've seen floating about on multiple blogs and so forth. Thought I'd ask rather than assuming and play it wrong.
Also, this isn't just specifically these armies, they're just examples. Space Marines can take Divination now while their only source was Tigirius, for example.
Thanks!

No, the Paychic Power cards don't give a generic allowance for CSM Psykers to gain divination.

Not that I'm disagreeing, but I assume it's mostly for completion sake? Since they can 'technically' get it from the Scrolls of Magnus?
