The heavy weapon version gets 4 shots at ap5 and deflagerate.

So say if 10 marines with culverins fire at a mob of ork boys or imperial guard and say they inflict 20 wounds, seen as though they don't get saves does the deflagerate rule mean they inflict a further 20 wounds ??

If so does this make it the best anti infantry weapon legion marines have available ?

Against light infantry yes.

This is one of the reasons why Forge World hasn't given the Horus Heresy lists the '40k legal' stamp (the volkite weapons are clearly point-costed based on their ineffectiveness against MEQ).

Volkite weapons are the best weapons in the game against non-MEQ armies. Deflagerate is devastating! Against a MEQ army, they are very much "meh, or even why would I take that when I can have plasma or melta?

Yea I've always though the same thing I would rather have plasma etc

But with the rise of orks in my meta I think some volkite culverin will be finding there way into my lists. Even though they are abit unfair

So? Every weapon in 40K is pointed the same way already.
