First, let me say that I am more than happy at the fact that SM special characters have set Chapter Tactics. I play to fluff 9/10 times and it bothers me when people don't.
But anyway, the codex mentions that Telion is often put on secondment to other chapters to train their scouts because he's so awesome at scout marine-ing. So, a simple caveat in his codex entry wouldn't be hard, no? Something to the effect of:
Secondment: Any Space Marine detachment can upgrade one Scout Sergeant to Sgt Telion. If a Scout Marine unit in a detachment using Chapter Tactics other than Ultramarines, takes Sgt Telion, that unit may use Ultramarines Chapter tactics in addition to the tactics chosen for the rest of the detachment.

I went to Hershey Park in central PA this year, and I have to say I was more than a little disappointed. I fully expected the entire theme park to be make entirely of chocolate, but no. Here in America, we have "building codes," and some other nonsense about chocolate melting if don't store it someplace kept below room temperature. |

I don't think it would be game breaking to allow it. Although I might have the scout unit he's with use the UM CT rather then their own. It seems a bit wrong for him to be better with other chapter's scouts then his own.
But if you are only using the UM CT, there is no difference between them and Ultramarine scouts with a different paintjob.

Any ultramarine successor chapter can take him as they will be using UM CT. Automatically Appended Next Post: *not counting successor badab chapters with different CT...

His Scout unit shouldn't get both Chapter Tactics. Telion would either be flexible enough and skilled enough to adapt to the Chapter he is fighting with, or the Scouts would follow his lead and adapt as he is doing so.
Getting two Chapter Tactics (even for a unit of scouts) is a bit much. One or the other, but not both.

I would just make him a model without Chapter Tactics. He don't benefit very much from UM CTs anyhow, and it's already justified in the fluff (he is often seconded to other chapters in an officer exchange program of sorts). Knocking a few points off his cost would be a nice consolation prize

I agreed with idea that the squad he's with should get the UM Chapter Traits. They're only Scouts, very impressionable and their own trait can be justified as not being fully adopted. Whereas Telion is a very old Astartes, so it would be harder to switch traits for him, regardless. And I'm not a huge fan of the "He can adapt" logic, as there are marines far more capable of adaptation than he, yet they can't swap traits.

Could he not be used as a stand-in for another Scout Sergeant? Use his rules to represent Cyrus from DOWII, for example. Therefore he can have any chapter tactics, because he's not scout sergeant Telion, he's scout sergeant Arnold of the Steel Potatoes chapter.

In the last codex, this was encouraged. Take a special character, file the serial numbers off, give him a new name and paintjob, and field him as part of your own chapter. When the new codex came out with the Chapter Tactics system (a good one, IMHO) this stopped. Characters had dedicated chapters and rules associated with them, and could not be casually swapped around. The ability to self-ally within the book did give you some flexibility, but not at the unfettered level of the previous book.
With all the named characters and different chapter tactics, there might be some abusive stuff you could do if you could just mix and match. Nothing leaps to mind as over the top, but it is something to consider.
