Since the codex states that wolves must take at least 2 HQs but an allied detachment only allows up to 1 HQ am I correct in saying an allied space wolves detachment only requires 1 HQ but can also take another?

Are you talking about the "The Wolves Unleashed Detachment"?
Or is there something else I'm missing?

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

You mentioned being required to take 2 HQs.
The only thing I'm seeing that requires 2 HQ is the special detachment.
If you want to use that detachment, you use the specified FOC for that detachment.
If you want an allied detachment, then you use the allied detachment, which only gets 1 HQ.

Indeed, Keep in mind that they are completely separate and unrelated Detachments, so restrictions on one do not apply to the other, and there is nothing forcing an Ally to use the 'Allied Detachment.' I think that last one is something still confusing quite a few players, as in 6th Edition the only way to take Allies was with an "Allied Detachment." That is no longer true now that we have permission to take as many Detachments, of a wide range of new flavors, as we desire.

Welcome to 7th.
Your army is made up of detachments, if it is bound, and you follow the rules for that detachment when building your list. So the wolves unleashed detachments FOC require two hq, but if you take an ALLY detachment, you don't follow anything in the wolves unleashed detachment, you follow the FOC for the ally formation instead.
So no, you cannot take two hq in an ally.
