What page is this on? I have scoured the book so many times and unlike 6th edition rulebook i don't see any instructions for how to set up terrain on the table?
Where is the usual "about 25% of the table should be covered in terrain" or the roll a D3 per 2x2 and add terrain instructions

Indeed, the Rule is now to set the Terrain as you and your opponent desires... you can even move pieces around if you find your deployment zone too crowded with Terrain, but that is more a suggestion from the Authors then a solid Rule.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures. |

The d3 rule was absolutely terrible. I'm glad it's gone.
Just distribute the terrain with your opponent. Since neither knows who gets to pick his side first yet, it tends to end up rather evenly all by itself.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

25% is fine, block off a 3' x 2' area of table split that into 3 2' X 1' sections, fill 1 with small terrain, 1 with medium, 1 with large.
Even table. After its set up then roll for mission and deployment so you don't get any castle grey skull shenanigans.

For all the (justified) criticism of this edition's loosey-goosey rules (forge that narrative!), I completely understand this omission.
Terrain is possibly the MOST widely varying element of the gaming environment, so I'm not sure that it makes sense to give explicit, prescriptive rules. You have people who are just getting into the hobby, people who are playing at a FLGS, people who are playing at a tourney, etc. In so many cases, you have little to no control over what or how much terrain is available.
And then, when you do have control, your choices themselves will be dictated by your own desires. If I am doing a Badlands board dominated by mesas and bluffs, broken up by dried up creekbeds, the effects on the game are going to be very different than playing on a dense jungle board, or a complex, multilevel urban ruin. But none of those tables are 'wrong'. I think it would be bad for the game to tell people that every board should have x pieces of small terrain that block line of sight and movement, y pieces of medium terrain that slow movement and block line of sight, and z pieces of large terrain that slow movement but don't block line of sight. Such rules would make the game more balanced, in the sense that each individual game would be less likely to favor any particular army or build, but I think it would lead to boring terrain and discourage terrain creation or purchase.
I do feel like they could have talked more about the effects of terrain and given more 'crunch' (like the missing rules for multilevel terrain), to encourage players to experiment and add terrain. I do also think that their emphasis on "Citadel" terrain is misguided and ultimately counter-productive. But I do think that the explicit rules for terrain placement of older editions was one of the things that happened less often in actual play.

I will defend this Terrain generation method over the previous, as 6th Edition did allow for some broken things to occur due to creative placement. Fortifications where placed first, and often there would be a large piece of Terrain blocking line of sight to much of the battle field. Favorable Ruins would be placed to effectively be free Defense Lines, and while that was some the intent the old placement Rules made it very easy to position these things for optimal cover. Then there was Debris taking up 1/3 of a Terrain Slot and gems like Gun Emplacements that carried Deathstrike missiles, placed last by people whom don't care about losing friends. As I am very fond of reminding people, one of my most favorite Rules in this book is titled: Scratch-built Terrain Not only is home-made Terrain legal, we are required to make our own Datasheets for them and that allows all sorts of creativity.
