Hey Gents,
I am looking to make some cheap Bocage for 28mm. Anyone have any suggestions? I have heard of using coat hangers, but that doesn't quite work well with 28mm scale. Any and all advice would be greatly appreciated! I am trying to make a Normandy 4x4 board and looking to keep me budget sub $20-30. Thanks in advance.

That is a tiny budget, and doesn't allow for much purchased material.

You can take a look at the green scouring pads (Scotchbrite or comparable). They work well enough for regular hedges (if a bit boring). Throw in a few Woodland Scenic trees for the occasional larger tree that sticks out and some gravel around the base for the underlying stone wall.

For more variety, you can use the clump foliage or even chop up foam yourself and color it with thinned paint.
