This is a list I have been tinkering and playing with for a couple of months now and having much luck against meq, which is my social groups main armies. I would like feed back on how you think it will go in a competitive tournament against all types.

Daemon Prince - armour, wings, mastery 3, MoN
Lord - bike, 2 claws, sigil, MoS

Helbrute - mm, fist
3 term - 3 combimelta, 3 power axe
Tsons - sorc, 4 sons, rhino

10 Noise Marines - power sword and combi bolter champ, 2 blastmasters, 7 bolters, 7 ccws, icon of excess
11 cultists - pistols, ccws

7 bikers - 2 claws champ, MoS, icon of excess
Heldrake - hades auto cannon

5 havocs - 4 auto cannon, MoN
Vindicator - combi bolter

Basic strat is swooping DP, summoning horrors or bearers where needed and 2+ jink. Lord and bikes rush a flank to cc ASAP, 4+ jink and 5+ fnp to get them there. Brute up mid to draw fire and stalk tanks. Termies DS behind high av and turn to elites for cc if they survive. Tsons are in for extra warp, ap3 and rhino, probably not the most cost effective unit but is also one of my most loved in the game so definitely taking The noise squad are amazing tick unit, get them dug in to cover, 5+ fnp and the blastmasters range and devastation make them so painful, extra ccw gives them greater counter attack potential. Cultists hide in reserves and pray for 1s, then run at an objective. Drake hunts flyers and mid av tanks. Havocs support the noise, protecting them from mc and walkers. Vindi plays to roll, defensive or offensive depending who goes first. Obviously my tactics are against space marines, blood angels in particular, so any help vs tau and eldar and all the others would be welcome as I have little exp with these factions.

Looks good.. only 4 base warp charge which isn't great for summoning. Definitely recommend a spell familiar for the prince. You can probably manage without the armour on it.

The lord could use a power fist, or at least melta bombs. Same for the bikers.

Non on the havoks.. not sure .. I guess thats good.. hmm

You could probably strip away all the extras on the noises and get them a rhino which will provide.more benefit.

I hate to break this to you, but that is not a competitive list. Almost none of the units you selected play well in GTs.

These are the CSM units that play well:

Belakor
Bike Sorcerers
Spawn (Hide bike sorcerers here)
Maulerfiends
Helldrakes
Typhus (to unlock plague zombies)
Obliterators (meh, they're not great but they have tools CSM find hard to come by)
Daemon Allies

A strong list for a tournament sans allies at 1850 might look something like this:

Belakor
Typhus

Zombies x20- 90
Zombies x20- 90
Zombies x20- 90
Zombies x20- 90

Helldrake- 170
Spawn x5: MoN- 180
Spawn x5: MoN- 180

Maulerfiend- 125
Maulerfiend- 125
Maulerfiend- 125

Total: 1845 (I came up with that quickly, so I couldn't think what to do with 5 points)

Daemon allies make CSM lists much, much better. You don't have to waste points on CSM troops, or invest in Typhus because Daemon troops are a) better and b) you'll be summoning a lot more.

Rule #1 is Look Cool.

I happen to agree with the above. When I run my CSM I either go chaos lord, mark or nurgle or mark of slanesh to unlock noise marines as troops(many people find either zombies or plague marines better to secure objectives, while this might be true I just can't get away from those blastmasters s8 ap3 and ignores cover, super crucial special rule with all the jink out there). That and then Be'lakor is an auto include for me. The guaranteed ability to have access to invisibility(crucial for making it to cc for either bikers or spawn) and the fact that he is just pure amazing with a s7 fleshbane, armorbane sword, never has to smash to kill vehicles also too good to pass up.

Like you said thousand sons are just too expensive, they also will not have access to so with them since you aren't taking a tzeench lord or ariman. I like the helldrake still, even with the 7th edition "nerfing."

The list lacks focus, if you want to get into close combat you have to have target saturation. That is to say that you have to present so many threats that your opponent cannot neutralize them all in time.

It's not surprising to me that you do well against standard marine lists because of the amount of ap3 you have in the original list but this is unnecessary in tournaments as many armies rely on either cover saves in one form or another and 2+ armor, and in most cases that armor is backed up by invulnerable for the ability to "tank" wounds.
