If you use ghaz in the supplement book, does he still count as a LoW or an HQ?

yes he is a LOW,
BUTT!!!!***********
the formation that includes him is where he is,
so if you take a CAD detachment, and the council of waaaggh(which has ghazzy in it) it does NOT use up your LOW slot for the CAD detachment

Considering the minimum point cost of the Council of Waaagh!, you're highly unlikely to field a stompa in addition to that. If your point levels are high enough you just could add another detachment for a second LoW as well.

7 Ork facts people always get wrong:
