So, "Hammer of Wrath" says that it hits at I10 at a model's unmodified strength, that's obvious. The question is does the +3 strength from Iron Arm apply to the model's base strength and thus increases strength? Or does the "unmodified strength" only apply to things like Furious Charge and bonuses from weapons and so on?

Adding to his strength is modifying it.
Unmodified means just that; what is listed on his profile.

Yes. Iron Arm tells you to add 3 Strength and Toughness, which is modifying, whereas a bike tells you to improve to the rider's Toughness characteristic by 1.
