if a model has the smash rule, are their attacks always ap2 but at normal strength?

and then, if they chose to smash it doubles their strength for 1 single attack?
or do they only get ap2 if they chose to make that 1 special attack?
i dont have my rulebook with me and its driving me crazy thinking about this rule.
