Lets say for example i have a Wraithlord (i play eldar) with a bright lance or any other ground troop that doesnt have skyfire or any other special rules. How can he shoot at the Flyer?
Im newish to the game and i do have the rule book but i think that it will be better explained on this forum rather than me taking ages to find it in the rule book.

There's a lot of rules in the book, and a lot of them that would be better explained on the forums, but that doesn't mean to just not read the rulebook and ask others to rewrite information that is already written down in front of you. Maybe that's not your intent, but that is the definition of spoon-feeding when you even mention that you aren't going to look it up yourself.
There's a difference between helping a new player and the way you've worded this question and it doesn't really sit well with me so I'm just going to give some advice instead. Read the rulebook. Read every bit of the rules from the start to the finish, even if you don't understand them all or remember even a third of them. Then watch some battle reports like miniwargaming or Xeno Vids where each dice roll is shown and there is a variety of models being played with your rulebook in your lap. Look up every dice roll or movement until you understand what happened and WHY it happened and then go to your local gaming store and play with more experienced players and ask them for (what I would hope) the little help you still need.
But I'm not going to make the effort when you are saying you can't make the effort to crack open the book...

If you don't have the skyfire rule, you can still shoot snap-shots at fliers, which automatically prevents you from shooting any weapons that can't snapfire (for example, blasts).
So your wraithlord would hit a flier on a to-hit roll of 6.

Thank you jidmah, I appreciate you answering my question instead of having a bitch on about me learning every inch of the rulebook. Sharkoutofwata I was on the forum searching around and just though I would ask the question because I didn't know, so don't have such a rage if you don't have something useful to say dont say anything at all

You find that around here. Some folks are willing to help some aren't. Just make sure you are asking for help, as it seems you were doing in this case, rather than an excuse not to read the rules.
You are also going to find folks here who make it their life mission to belittle you when you ask a question or make a comment ignore them and you'll be fine.

This forum is not a rulebook replacement. This forum is not a easy shortcut for people who are to lazy to read the rules.
With this said, im not accusing you of being the above but bear it in mind.

beastyboy, as Bla_Ze points out the forum is not a replacement for the rulebook.
Asking for hte wording of Shrouded, for example would be frowned upon.
Asking for an explanation is usually OK.
In the case of the first example, you will be told to read your rulebook, as the answer is perfectly clear, and posting the wording can get Yakface in trouble and shut this site down.
In the case of the second example, depending on how simple it is to answer, depends on the answer you will receive. It will either be "Check this part in the rulebook, again. If you are still confused come back and we'll try to explain it." or it will be "Here is the answer.".
Although it has already been answered, I would recommend checking the Flyer/FMC sections of the rulebook, specifically, "Hard To Hit", and the rules for Snapfire, and Skyfire. This way, if it comes up in game, you know where to direct your opponent instead of replying "Some anonymous guy on the internet said I can do it.".
