To fully utilize SM troops in an allied detachment like below:

Ally:
1HQ
10 scouts
10 scouts

Could I then combat squad the 2 scouts unit into 4 scouts unit at the beginning of turn?

Ally:
1HQ
5 scouts
5 scouts
5 scouts
5 scouts

Sound a bit illegal, but I know you are allowed up to 6 troops slot.

Im trying to work GK/SM Draigo + Ceturion combo. Combining the 2 GK Terminator unit as troops to minimize points. Allying them with 2 units of 10 SM scouts and then combat squad the 2 scouts unit to 4 units of 5 scouts each. So, I get 6 scoring unit in the end. (2 Terminator and 4 scouts)?

Since the Space Marine Allies still retain their Combat Squads Special Rule, yes, splitting two 10-man Scout Squads into four 5-man ones is perfectly legal. Also of note is that since they are in an actual detachment, the SM also retain their Chapter Tactics rule. In Unbound lists (as of this writing), only one Chapter Tactic is allowed to be used since, for rules purposes, you can only have one "Detachment." Basically, Allied Space Marines in an Unbound list do not have Chapter Tactics. Only those belonging to the same Chapter as your Warlord get them.


EDIT: I don't have my rulebook with me, but aren't Allied Detachments only allowed 4 Troops or something? This has no bearing on the question since four 5-man COMBAT Squads still only take up 2 slots on the FOC.

Combat squadding happens at deployment, but yes, is perfectly legal.
