I want to do an army of just dragons(with no riders), just dragons; I'd be willing to proxy units and use various types of dragons at different ages and sizes. Any recommendation on armies and units?

There really isn't an army like that.
I think your best bet would be to use the Warriors of Chaos book and make the dragons ' counts as'
You have dragon ogres, and trolls, chimera and several other large monsters. Plus bad ass lords and heroes.

This will be utterly cool and a lot of work!

I'd suggest first look at the models on the market; see what is out there and importantly what you can afford out there. Start to build an idea of what kind of force you can put together - keeping a mind to the base size of the dragons - their cost and size.

I say that because I suspect what you'll have to do is have dragon's as most things barring troops - even very elite armies still make use of a fair number of troops and the mechanics for them in fantasy mean you can't just use a single larger dragon model and "take points off" it each time it gets hit (because of rank and file approach).

So I'd say look toward an army that runs well with elite unit choices and has a smaller proportion of troops - that way if you do find some troop sized dragons to spam you don't have to spam too many.

WoC is probably your best bet. You can do the chariots as counts-as wyvern-ish things, you've got dragon ogres, actual chaos dragons, and daemon princes with flying as your general that could be a dragon-y thing. Hellcannons modeled as dragons breathing fire would be pretty awesome too.

I would consider ogres for your proxy. 3 wounds each on your core that fit 40mm bases.

Thanks for the suggestions guys; anybody have any reccomendations for models that would be good for either the ogre/ogre sized bases? Also any models that might be good for the silver helm proxies?

Also, would an all dragon army be possible with storm of magic? And is Storm of magic tourny legal by any chance?

Storm of Magic is an expansion to the core game rules, so it is not part of normal game play. As a result you can't field a Storm of Magic army at a tournament unless its a Storm of Magic tournament.

There might be ways within that to field a single or group of all powerful dragons, however you're basically leaving behind an army and instead going with a handful of really big dragons. Dragons in Warhammer are basically a few hundred points each at least - so if you took 4 or 5 chances are you'd be at around the 1K points limit. It would be a twist on the rules so not a fully legal army (no troops - no core force etc...) however chances are you might find a few play against it for fun.

The backlash is that you'd find that your army is either way overpowered (because you've got more dragons than you should be able to field all at once); or you'll find that its overpowerd against normal armies, but a tailoured army to take out dragons will be more powerful against it (because you're using the same box of tricks in dragons each time).

dragons are generally always modelled to be epic in size, as sort of centerpieces for armies, so if you're gonna want them on 40mm bases, I think you're gonna need to look at 15mm range dragons.

It's gonna take some googling for sure, and even those, I think might turn out to be a little big. See if you can find anything at places like http://www.splinteredlightminis.com/

How about I do this for the silver helms in the high elf army;

I get something along the size of the smaller dragons from the reaper bones range and magnetize it to 2 cavalry bases; each base will still be its own individual model, but both will be attached to the dragon; when I remove it as a casualty, I simple remove the base via magnets. If both bases are gone, then I remove the dragon altogether.

Imagine it like this

Then under his(her) premade basing/terrain, attach 2 cavalry bases)and possible cut away away any terrain parts that go past the base. Gamewise, each base will still act as if they had silverhelm on them, but appearance wise, each 2 base will be a dragon. As for things like command, I'll be sure the mark the bases themselves to distinguish them.

Also, on a lore note, are dragons in warhammer like dragons in d&d in that they're sentient and wise? I want to do something like the council of wyrms
