While all Rules with the 'Before the First Game Turn' are happening simultaneously on the time line, it doesn't automatically mean that we can pick and choose which parts of those Rules we are going to resolve first. Certain Rules are presented to us not as a specific instruction, or a paragraph of them, but as literal steps we must follow as part of evoking that Rule. One center most sequence to this debate would be the 'Standard Deployment Method' that makes it impossible for a Seize Roll to be made before the armies are deployed already on the table... sorry Cheapbuster. As earlier steps in this sequence are how we go about Deploying our Armies by default, by being one of the final steps we must complete that step before we can Roll to Seize the Initiative. Besides, it would be impossible for us to declare that we are going to seize the initiative before we have even been granted the title of 'player who deployed second' and have permission to make that Roll. This is also true for the Opening Posters question. As the Units have to be Deployed before you can make a Scout redeployment, obviously, it is not possible for us to Evoke this Rule before the Armies are deployed on the table. As the Standard Deployment Method is the Rule being Evoked, it must be resolved to it's entity before we can move onto another Rule. For while Rules do happen occur simultaneously on the Timeline, they are still resolved sequentially and once one Rule has started to be resolved it must be completed. The only way to interrupt a sequence is to alter it, by having specific permission to skip steps or resolve Rules before certain steps found within the sequence itself. Does scout have permission to alter the Standard Deployment Method?
