Hey guys if a weapon has the ordnance 2 profile them does it fire two templates per shooting phase or one template and then whatever is under it gets hit twice?

Just as Heavy 2 or Assault 2, you get 2 separate shots.

Ordnance 2 would be 2 shots.

If it's Ordnance 2, Blast then it would be 2 Blast markers.

Which would both scatter separately but from the same target (not sure about same model?)

Not the same model, but since casualties are only removed after wounds are assigned from both blasts, why would you choose a different target for the second blast? You try to maximize the number of models under the blast, so the second blast will not hit more models when you place the blast somewhere else.

Barrage is different though, as you can use it to snipe characters.

I know that Rule, and i keep forgetting it !! The amount of times a blast is placed on one of the furthest models so that it clips a Tank/Building etc in our meta.... Mental note done! lol

Blasts aren't required to hit the maximum amount of models, Templates are.

Oh so nothing did change then... both Ordnance 2 marker can be placed where you choose, independent and scattering independently...

I see this crop up quite a bit in my FLGS and I think it might be something many people miss without realizing it.

As Grendel said, "Ordnance 1" simply means it's a single shot (no blast marker, no template, just roll to hit like a Krak Missile). It must also indicate 'Blast' or 'Large Blast' for the weapon to use the scatter rules and a blast marker. I think what gets many people is that there is (or was) a rule in the BRB that states "Unless otherwise specified, Ordnance Blast weapons use the large blast template," but that was just to ensure that people weren't using small blasts when they should be using large blasts.

Full disclosure: I slipped up on this for a good long while when I first used my Valkyries in 6th. Hellstrike missiles were not as cool as I thought they were...
