I was wondering, if your army contains no psyckers, do you still get d6 warp charge each psychic phase that you can feed to the culexus animus speculum ?

As above. I should also add that it was also relevant before introduction of modern culexus since those 1d6 charges were used for denying powers.

3.5 dice could be enough to deny at least one power.
With some psychic protection you can deny even more attacks.

But that doesn't matter, since you won't be using DtW in your own turn
