I am just wondering if this would be a competitive army list, there are 283 guardsman and a Vendetta, the commissars will join the conscripts as they have pretty much fearless but allow them to go to group for more survivability for only slightly worse shooting and help with orders, they also don't count as separate kill points like priests, and the officer of the fleet is to make sure the vendetta comes in for anti tank and anti air

The vets are kind of pointless, I'd drop them and use the points for some power weapons or flamers for the PCS' you have.
Honestly, it's a gakload of troopers that will get erased by any flier based army. One Vendetta isn't enough to deter enemy fliers, and honestly, I'd consider dropping the 3rd platoon in favor of a second one if you're going to take one at all.
Also, some armor might be worthwhile, if only to have something to deal with enemy armor because as it stands, you have nothing that can deal with enemy tanks.

That's a whole lot of boots on the ground. And with FRFSRF order, a bucket load of dice every shooting phase. They'll be ponderous to move, and though the Move Move Move! order will help this somewhat, they'll be hard pressed to get anywhere fast.
Also, you have nothing to deal with armor what-so-ever except for three twinlinked lascannons on your Vendetta.
I'd consider dropping one blob of conscripts and using the points to buy some much needed upgrades like a special weapon in all the infantry squads, maybe a power axe on the Infantry squad's Sergeants, and grabbing a priest or two to throw in to the Combined Infantry squads for their war hymns.
Past that, drop the naked veterans and use those points for the odd heavy weapon team. You could get three or four autocannons in the list in the Company and Platoon command squads that would help give you a response to light armor till your Vendetta gets on the field. Also, consider putting Meltabombs on your sergeants in case you can charge armor and use the Meltabombs to pop it. Otherwise, consider frag grenades for a few squads so they can at least attempt to knock hull points off of a vehicle in melee.

Agreed that a veteran squad's probably not great.
Ten lasguns or shotguns aren't good enough to warrant an extra killpoint and the need for an extra order.
I've had a few games with a horde army myself, albeit a much shorter ranged one, so I can sympathise a bit.
1) Small arms. I envy the amount of dakka you will have. Theoretically each platoon command orders Front Rank Fire! Second Rank Fire! to their platoon each turn, and the Company Command Squad issues the same order to the Conscripts (with a commissar looking over their sholder to make sure they understand).
If everything worked, that'd be nearly 400 lasbolts at 24" range; enough to make any infantry army stop making flashlight jokes and panic a bit.
2) Deployment will be a ballache. Fitting 250 models in a deployment zone isn't very easy if there's terrain in the way. Moving 50 man units without taking difficult terrain tests with most of them every turn is similarly hard, and unlike gaunts you don't have Move Through Cover.
3) Vehicles. One vendetta is not meaningful antitank, especially since it doesn't show up until turn two. That gives the enemy one, maybe two turns during which any armoured vehicle he has is completely invulnerable.
4) Furioso(s). Drop Pod(s). Blood Talons. See #3.
Obviously that's an extreme example, but the same could be said about flamer-wielding ironclads or conventional dreadnoughts, Slaaneshi lawn-rotivators-of-doom, land raiders, etc, etc. Equally, even squads in normal rhinos or chimeras are a problem because they can take las-fire forever and a day and not care. In my army it's a pain because I have to get a monstrous creature to them before I can do anything but you're even worse off; even a vendetta will struggle to kill a tank in one pass and that means you'll probably only be able to kill two in the entire game.
Dumping the veterans allows you to issue either 6 meltaguns or 12 meltabombs to platoon squads. Trust me that a platoon with 4 meltabomb sergeants is quite capable of jobbing a tank if it can get there.
One other comment - your conscripts are nigh unbreakable but your regular platoons aren't. A basic marine assault squad charging a full man platoon will still, on average, take the overwatch fire, break through, win combat and wipe them out in a sweeping advance.
Losing a 10-man squad this way is fine but losing a 50-man combined squad isn't. Can you find space for a commissar for the platoons, too?

I have less bodies but i they are more survival with a commissar in each, as my warlord is yarrick he can still issue orders and is much more survival, the vanquisher gives me some solid anti tank and the melta bombs help with anti armour too

The Vanquisher is good if it hits. It still only hits 50% of the time...
I recommend checking out my AM list. It's got some sweet tanks and also tons of feet on the ground. Heavy weapon squads could help you a lot here.
