Next week I'm playing a game where I plan on taking a stompa and putting a bunch of meks inside. If the stompa gets locked in combat, can I still use the mek tools of the meks inside to repair hull pts? I can't seem to find the answer and I know it's going to come up because my opponent will be running 3 imperial knights. Thanks for the help.

mek tools only restriction I am aware of is that the mek must be touching the stompa at the start of the shooting phase.

Yes.

the meks are not engaged in combat and there is nothing prohibiting models from repairing another model that is engaged.

This brings up another interesting point: if a Stompa with Lootas/Meks inside is locked in combat, what's to stop the Lootas from firing out? If the Meks can use their tools, and I agree that they can, shouldn't the Lootas be able to use their weapons during the shooting phase, since the transported unit doesn't have to target what the transport vehicle did anyhow?

Have you got a rules quote for that (remember that the most recent Super-heavy rules are in the 7th Ed. rulebook)?
Super-heavy Walkers follow all the rules for Walkers (which can be locked in combat), with the addition of Stomps, but I can't see anything about not being 'lockable'?

That's why I asked the question. Yes the Stompa can be locked, but does that mean the boys inside have to just sit there?

Why would they? Being locked in combat doesn't interact with transport rules at all. The only thing that might happen is that assaulting units might block access points.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.

Passangers can freely shoot/disembark from a walker that's locked in combat. Normal restrictions to shooting/disembarking apply, of course.
