Seeing as the rules for Warlords is pretty clean-cut, can allies be Warlords?

Also, could one utilize more than one Chapter Tactic in a Deathwatch themed army?

If by "allies" you mean an Allied Detachment, then no. This is clear in the Allied Detachment chart.
If by "allies" you mean whatever you add on to you main force: Yes... Although, the "allies" would be, in my opinion, whatever you decide is not your primary detachment.

Edit: Yes, you could use more than one Chapter Tactic, as long as you have more than one detachment and as long as there are no restrictions in the Deathwatch rules (I don't own them, nor am I aware of what they are).

So another question:

Since Space Marines can ally with other SM chapters, what kinds of combinations would work in say... a 2000 point game with allies included? While still being able to field a variety of units.

For the sake of building a force, lets say FW models are allowed.

And for funsies (because who doesn't love fun?) lets try to build another force chart going off of the Age of Darkness FO chart!

An allied detachment of Marines can literally be six models. A Captain (Sergeant in your fluff) and a five man tactical squad. That is the compulsory HQ and Troop choice turned into a six man Tactical Squad. Yes, each 'squad' (allied detachment) needs to have a single Chapter Tactics, reducing the fluff of a Salamander rubbing shoulders with an Iron Hand or Crimson Fist, but nothing says you can't have Imperial Fist tactics with a Captain model using a master crafted or Combi-weapon and paint up his shoulder guard with the Salamander symbol. Or an 'Iron Hand' being the Ultramarines Chapter Tactic guy in Artificer Armor to give a 2+ save instead of the FNP normally given. Paint up the shoulder guard however you like on all the models and it'll work. And make some good tactical squads each led by the Independent Character Captain done up in any way you like.

Make the main detachment an Inquisitor Faction or something similar, not sure if that's a thing honestly, and even include an Ordo Xenos assassin or two and you could field a Deathwatch/Ordo Xenos army by taking advantage of the rules that way.

Currently the only way to do a Deathwatch Kill team is by playing unbound and utilizing Forgeworld characters. You can do so buy paying points for captains and librarians.

Example list would be (unbound of course):

ML2 libby/w force stave and plasma pistol
Captain/w Relic blade and storm shield
Forgeworld character/w heavy bolter
Forgeworld HQ apothecary
Captain/w teeth of terra and power fist

Land raider/w multi-melta


Not sure of the points cost on that unit but it aint cheap.

So, did some looking into. An Ordo Xenos Inquisitor detachment alone, and can be used as the primary. Adding onto that would be the Retinue Warband. That would include the equivalent of an Imperial Guard Command Squad (priest, psyker, blah blah blah) and some specialized units. But it would be very easy to make a fluff based squad of an Ordo Xenos Inquisitor with 6+ Acolytes (glorified Guardsmen), whatever else you want from the list involved and that is your Primary Detachment right there. Mount them all up in a Dedicated Transport of your choosing, from Valkyrie to Chimera to Rhinos.

264pts got me a:
Ordo Xenos Inquisitor:
Psyker lvl 1, Power Armor, Digital Weapons, 3 Skulls, combi-weapon and Force Sword.
Retinue Warband
2 DeathCult Assassins
6 Acolytes:
Carapace Armor, 3 Plasma Guns, 3 Storm Bolters
Chimera Transport:
Dozer Blade

Add an Assassin or two from the dataslate and that's only 135-150 depending on choice.

Each "Squad" (Allied Detachment) of Marines could be ~316pts with
Captain:
Plasma Pistol, Power Sword, Digital Weapons
Tactical Squad:
1 Sergeant:
Combi-weapon
8 Marines:
Plasma/Grav-gun
Rhino Transport

You lose the special AND heavy weapon so they fit in the transport, and the squad can easily be just a five-man squad so six in a Razorback if you like to have just as many good weapons. And each 'Squad' can only have one of each other slot per thing so you'd have to get creativ. But unless someone says otherwise on a rule I overlooked, I think this can be done at 2000pts lists without being abysmal on the table.

Now with the Deathwatch Kill Team as an HQ choice, the choice to replace the captain with a Librarian exists.

Can you upgrade the librarian normally a me just tack in the costs? Or are they stuck with the standard wargear?

You can upgrade everything. It's still a standard army and allied detachment, just getting creative on how it's put together. All the standard rules apply. Each allied detachment is just a Codex: Space Marine army trimmed down to look like Deathwatch.

Or you could go unbound rock an ordo xeno inq with multiple squads of different chapter sternguard, perhaps the odd vanguard squad and some long fangs.

Sir, I am going to ask you to pack up some of that fun. We want this list to accept opponents not recoil when every chapter tactic is utilized efficiently.
