I was thinking about getting Cypher for my csm army but can he join any of my units as a battle brother or do i have to take the fallen angel detatchment and let him join one of the chosen?

He's a dataslate character, you can attach him to any battle brothers squad but I'm not sure if that's just space marines or chaos too.

There's a selection of listed different Codexes he can be used with (AM, SM + variants, Inquisition, CSM, etc), where he word for word, "joins" the primary detachment, effectively working like an IC straight out of your book.

Yep, his faction depends on the detachment he is with.

And when you take the formation, he's CSM.
