The Haqqislam starter pack (the vanilla one with 3 Ghulam, a Naffatun, a Hunzakut sniper and Jannisary heavy infantry) is a good starting core for a vanilla list. You can pretty much expand it however you like.
The Support Box gives you a Ghulam Doctor, Najjarun Engineer and a pair of Nasmat helper bots. The Najjarun you might not use much unless you grab a Maghariba Guard, but the Doctor is a fantastic, cheap doctor and the Nasmats are always helpful.
The new Ghulam box gives you a good selection of cheap special weapons on Ghulam. They're not fantastic, but they're cheap models that will get some extra firepower on the table.
if you want some super fast units to throw down smoke to hide your advance and take out clumps of enemies with template weapons, grab the Kum Motorised Infantry box (the Sons of Anarchy looking biker dudes). If you want some tough shock infantry, the Odalisque or Asawira Spitfires are great choices. There's plenty more, there's really no bad units in Haqqislam, though some are a bit situational.
If you want to go Sectorial, it's a bit of a crapshoot. The Hassassin Bahram starter and the Muyib box is a great start to Bahram, but you'll find you probably won't use the Daylami infantry in the box actually as Daylami, but proxied as Ghulam.
For Qapu Khalki I wouldn't suggest starting with the starter. It wasn't designed as one, but as a way to bundle a bunch of models and reduce SKUs. For Qapu Khalki I'd start with the Link team you feel you want to run - Odalisque and Kaplan are popular, I personally like Sekban too. Start with one of those link boxes and the extra blister (Sekban HRL, Kaplan or Odalisque Spitfire) to round it out to 5 models, then add units you feel you like.
