Okay so I have been eyeing the space marine legions for a while and have been blown away by all the amazing models and stats I picked up here and there. Anyways I was now considering investing in a space marine legion except for one obvious thing; money. As you all are aware forgeworld has insanely high prices so buying even a small army will cost an incredibly high amount of money. Im just wondering if its possible to create legion space marines out of normal 40k space marines by swapping out the heads, shoulder pads or some other parts to get away with legion styled marines using a much cheaper method. Any advice would help a ton

It is possible, there are Space Marine parts from MkIV and MkVI in the plastic kits, but you'll have to cherry pick all the parts, I don't know how much cheaper it would actually end up when you're using like a third of the parts from a kit haha.

I'm a poor college student, so I'm in the same boat. I convert a lot of stuff. Occasionally I find a deal on a forgeworld goodie though, I don't care if I don't have to strip it.

I poach a lot of parts from chaos marines, and the OOP kits FW is basing their new stuff off of. I totally recommend this thread on B&C, it has a lot of good stuff. There are a number of conversion tutorials online for the taking from before (as well as after) FW launched their HH drive to inspire your efforts to create a preheresy fighting force. Chin up, you can do this if you play your cards right.

Another option that can save cash is by using the Pride of the Legion rite of war - you can take veteran tactical squads (which are pretty much 40k squads) and terminators as your troop choices - doing this eats up a lot of points and allows you to field your 40k forces in a 30k setting. After that, bulk it out with your 30k toys when you get them.

Check out these minis from Anvil Industries, they're great quality and I use them for my own HH list. They're also cheaper than FW:

I dont know as of now but will that impact how the models will look aside from sholder pads etc. or will it be like 40k marines where it doesnt really matter, once again aside from say black templar sholder pads etc.

Your models don't have to be mk4 or mk2 models. You can use normal space marines.

But you have to try to make sure that a tactical squad is 10-20 dudes with bolters.

No special weapons unless it's a special weapon squad and then, all ten have to have the same special weapon, heavy weapon. Which I know you probably know the particular load outs and units.

I have the SWs from the storm claw box. I'm thinking of using the legs and buying heads, shoulders, and torso's and making a squad of world eaters.

Cool, so could you legally have the space marines from 40k represent 30k ones, as in like you said just take an everyday normal marine squad and use those models or will you just have to explain to your opponent that you're not a miilionaire and will have to settle with using 40k space marines?

I don't see why not. It wouldn't hurt to embellish them with a little bit of kit bashing and extra studs though.
