It says Citadel Scenery does not.

Fortification falls under the category of 'Citadel Scenery,' even though it creates some unusual situations concerning Victory Points and first blood in particular.

The rules are inconsistent and contradictory, so it is hard to determine what they mean.
Builldings can be 'scoring' and thus score VP from objectives.
whoops...
Ignore buildings when determining VPs...
Um....

The two don't contradict each other:
The Victory Points, in a situation where a Building scores an Objective, are awarded by the Objective itself.
The Restriction is directly linked to those missions which allow individual Units to grant Victory Points directly, normally through being removed from play. In those missions we are told to count the number of Units removed as casualties, and use that information to determine the number of Victory Points those Units grant Victory Points. As the Buildings have access to a Rule which allows them to be ignored for this purpose, they are not included in this particular calculation.

That is not what the rules say. Please provide the rule that says the objective awards the points.....
Victory Points: "Victory Points are acquired by securing Primary and Secondary Objectives,"
Crusade: Primary Objective: "At the end of the game, each Objective Marker is worth 3 Victory Points to the player that controls it."
Terrain and Victory Conditions: "Do not include any Citadel scenery models when awarding Victory Points"
Determining control is how you award Victory Points.... and you have to ignore fortifications... So the bastion can control the objective, but is then ignoreed when it comes time to award Victory Points.
Yeah. clear as day....

You misunderstand me, I am not stating that they are clear as day, just that there is no conflict within the Written Rules as you originally claimed. From a casual passing there is a great deal of things in this game which are confusing, and that line is definitely something that can be added to the list if you want, but that doesn't mean it is a broken situation. You even hinted to the answer as to why it doesn't break from a Written perspective: To the player that controls it. When we look at the Rules determining how a Objective is "controlled," and I am away from the book so going from memory a little, I am sure we are instructed on how Models with Rules allowing them to score allow an objective to be considered controlled. Therefore it is the Objective, being in a controlled state, that grants the Victory Points and not the Model which controls it.
