Were I to obtain a command squad and mount them on bikes, what should their loadouts consist of? I am nearly certain that I would be running them with a Burning Blade Captain. Perhaps also of note is that I play exclusively against Eldar, Orks, and Astra Militarum (using Pask and Dark Angel Allies).

Honestly, I'd go with all Stormshields and Power Lances just so you could have French Knights. Its not point effective but good god will it look cool.

Ha, that would look pretty awesome... I've heard though, to limit the SS by putting your 3++, FNP, Eternal CM in front. Other than that, I've heard to just give them all Grav-guns and haggle everything from afar. This seems the best option for me since if I REALLY had to take something out without guns, my Chapter Master could essentially carry the assault.

I'd go two grav guns. Any more and you start to draw a lot of attention because you are a near deathstar of shooting.

I'd never take a SS on them, and only take power weapons if I had points just lying around waiting to be burnt up. Your Capt/CM will carry any assault, and the grav guns/TL bolters will handle any shooting needs you may have.
