Conveniently enough, from the FAQ:

Any enemy model that is
in base contact with a Canoptek Wraith with whip coils at the
beginning of the Fight sub-phase counts their Initiative value as
1 until the end of the Assault phase, regardless of their actual
Initiative.

Since it only says enemy models, then it works on all models, regardless of type.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

Whip coils affect enemy models. Are Walkers / SH Walkers enemy models?

Walkers / SH Walkers have no rule protecting them from effects that reduce Initiative.
