Which kits need to be bashed to make the most cost-effective Command Squad on Bikes armed with Grav-guns?
Obvioulsy, I would need a Command Squad to start with, but neither that nor the Bike Squad come with Grav-guns...

I would check out a few bitz websites as they would be the most cost effective option

Grav guns come NOS from two GW places: Tactical and Sternguard boxes. Or FW a/o 3rd party companies.

If you are making a command squad, I’d pick up the sternguard box for one of the guns. The wealth of bits in that box is staggering, and many would be right at home in a command squad. Depending on what the rest of you list/army looks like, you could add another SG and then two tac boxes. Assuming you are running your command squad as an apothecary and 4 grav gunners.

This is not particularly cost efficient just for the guns, but a pair a tac squads and a full sternguard squad can find a good home in many marine lists.

For the bikes, grabbing two of the 3-bike boxes is the easy way to go. The DA battleforce uses the same old bikes, but has an attack bike, speeder, and 3 accessory sprues that you can use. It’s a little more then just getting the bikes, but has some nice things. The new Ravenwing command squad box is full of sculpted on DA iconography, but looks to have some very nice bits. Might be more effort then you want to put in to make them fit your chapter, YMMV.

For a biker command.. well Ravenwing Command / Black knights box pretty much has that covered.. that said theyre distinctly Ravenwing and would take a good chunk of work to get them more generic. Especially as they have special bike plasma guns that only Dark Angels are really allowed, theres no bike bolters in the ravenwing command kit.

Before we had that kit available, my ravenwing bikers had a kitbashed command unit with the regular marine squad bits on some bikers.

For regular bikers, Ravenwing strike force - the 6bikes + attack bike + speeder box, is pretty decent, all the darkangel specific bits are on a handful of DA upgrade frames bundled together with some generic bikers and speeder.

You only need a small amount of the parts from the command squad.. Banner holding arm, apothecary backpack, arm, shoulder pad and torso, and some blingy blingy bits ... a nice weapon for the company champion.

I had to adjust the banner pole to be held more out to the side, but this wasnt too difficult with a snip of the clippers and a blob of greenstuff beneath the shoulder pad.

The grav guns.. well theres only the newer marine kits that include those. Id try a bits seller for them or use a 3rd party bits maker like anvil industry or kromlech.
