As I see it, RAI and HIWPI is that gate lets you make an out of order deep strike without a roll to come on. Rules As Written, it seems to be limited to only a unit that deep struck ontot he board in the first place. Rather than rehash what's already pointed out in the Skyleap thread I'll excerpt the relevant portion.

Per the dakka "how to argue" article, here's numbered premises.

In order to Deep Strike you must:
1) have the Deep Strike rule
2) begin the game in (deep strike) Reserves

To avoid any accidental misunderstanding of the Gate of Infinity power, here's the relevant portion of the rule:
"It then immediately arrives anywhere on the board using the rules for Deep Strike"
Please note that, RAW, "arrives using the rules for deep strike" is NOT the same as "place on the board as if it had deep struck". No where does it state that it grants the affected unit the Deep Strike Rule which is required condition 1. It also does not say it exempts the unit from condition #2. Where does it grant requirements #1 and #2?

Premise 1: Gate of Infinity does NOT explicitly grant Requirement 1, so it FAILS this test
Premise 2: Gate of Infinity does NOT grant Requirement 2, so it FAILS this test too.

We can all have our own RAI assumptions, but the RAI could just as well mean that only a librarian (or whatever) that deep struck in T2+ (T1 for Grey Knights?) joined to a unit that had also deep struck in after starting in reserves can use the power. I happen to think these types of powers are intended to work for non-deep strikers, that Swooping Hawks can Skyleap out T1 then deep strike back in T2 and that the mawloc doesn't die if it does its burrow thing after starting on the board T1.

My question to you is:
RAW, what allows Gate of Infinity to work on anything that didn't deep strike in to begin with?

Gate of Infinity has the same issues as Skyleap, and more people will be familiar with GOI than a codex specific, single unit special rule. Sunlight disinfects and more perspectives leads to a better debate. If someone wants to say GOI is broken and that Mawloc, etc are also broken, I'm fine with that - I just don't want someone to claim X is broken but GOI isn't when X's alleged flaw is also present in GOI.

Whats even the rule question that your asking or others are asking, it looks like you just put words together.

If I lose it is because I had bad luck, if you win it is because you cheated.

Fragile,
While not invested in this one, I will point out that some posters literally stated they will not discuss Gates of Infinity within the other thread.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.

It's pretty simple from the special rules section.

What special rules do I have?

Similarly a model might get special rules as the result of psychic powers, scenario special rules or being hunkered down in a particular type of terrain. Where this is the case, the rule that governs the psychic power, scenario or terrain type in question will make this abundantly clear.

In addition :

[b] Basic Versus Advanced [b]
Where advanced rules apply to a specific model, they always override any contradicting basic rules. For example, the basic rules state that a model must take a Morale check under certain situations. If, however, that model has a special rule that makes it immune to Morale checks, then it does not take such checks – the advanced rule takes precedence.

There you go.

If I lose it is because I had bad luck, if you win it is because you cheated.

Hollisamason, I'll post this here, so that hopefully someone answers. I posted it in the other thread, but was told it didn't matter as that thread was about Skyleap, not GoI.

1. The rules for both GoI and VoD state to use the Deep Strike rules, do you agree or disagree?
2. The rules for Deep Strike say that all models need to have the Deep Strike special rule, do you agree or disagree?
3. A Librarian without Terminator armour or a Jump Pack (nor a Cryptek), does not have the Deep Strike special rule, agree or disagree?

If you agree with all three of the above, please show where in the rules for GoI or VoD it specifically gives permission to override the need for the Deep Strike special rule.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

It's the same issue under the different name. I really don't think there is anything to be gained by having the same discussion play out again.

Moving on.
